Andrew Steeves Bio
Industry Experience
Andrew Steeves, P.Eng., is the Vice President of Administration for the ADI Group of Companies. He has twenty years of experience in corporate planning, quality management, human resources management, and benefits administration with ADI. As well he has managed the Public Works Division of the ADI Fredericton office.
Mr. Steeves has both a Masters in Engineering and an MBA from the University of New Brunswick. He has been involved as a volunteer in professional, business and community organizations including Engineers Canada, the Association of Canadian Engineering Companies (ACEC), and the Fredericton Chamber of Commerce.
ADI is a consulting firm providing engineering, architectural, environmental, and project management services, plus design build capabilities. The company has 400 employees in fourteen offices in the four Atlantic Provinces, Alberta, New Hampshire and Texas. It has been recognized as one of Canada’s Top 50 Best Managed Companies for the last six years.
Qualifications Based Services (QBS) Experience
Mr. Steeves was a member (and the only consulting engineer) of the nine person Working Group for the development of the InfraGuide Manual "Best Practices for Selecting A Professional Consultant". The InfraGuide program was a partnership between the National Research Council (NRC) and the Federation of Canadian Municipalities (FCM) with the objective of developing a series of Best Practices Manuals for politicians, municipal officials and civil servants. This document provides guidelines for QBS in Canada and is available through the ACEC website (www.acec.ca).
Mr. Steeves is currently a member of the ACEC Procurement Committee, which has the mandate to educate and promote the Best Practice. As members of this Committee John Gamble and Mr. Steeves recently appeared before the House of Commons Standing Committee on Government Operations and Estimates. That Committee has subsequently recommended that "innovation and quality to be key selection criteria" and that Public Works and Government Services Canada (PWGSC) "consider the merits of legislating the use of QBS as the required procurement process". Mr. Steeves is also a member of the QBS Task Force for the International Federation of Consulting Engineers (FIDIC), and of which ACEC is a member, which is currently developing a brochure to promote QBS to FIDIC members and clients such as the World Bank and the United Nations. On behalf of ACEC Mr. Steeves has joined the Infrastructure Advisory Committee for the Canadian Standards Association (CSA). This Committee will be developing training courses on procurement using the Best Practices as a guide.
